Frank L. Portlock of the Portlocks,
the family that gave its namesake to the Portlock section of the city.

The Portlock family was obviously engaged in some sort of business that issued tokens such as this one, but at the moment I don't know what that business was or what the age of this token is. The token is made of cardboard, not metal.
